تعیین اولویت‌‌های سرمایه‌‌گذاری صنایع چوب و کاغذ استان قم با استفاده از روش TOPSIS

چکیده

با توجه به هدایت منابع محدود به سوی صنایع اولویت‌‌دار، مطالعه در زمینة مزیت کشور در تولیدات صنعتی امری ضروری است. نظر به‌ اینکه استان قم نیز با دارا‌بودن شرایط خاص به‌عنوان یک قطب در زمینة صنایع چوبی محسوب می‌شود، اولویت‌بندی صنایع چوب و کاغذ این استان امری مفید است. رسیدن به ‌این هدف مستلزم طی دو مرحله است: در مرحلة اول سلسله‌مراتبی از شاخص‌‌ها که دارای پنج‌شاخص اصلی با عناوین اقتصادیمالی، نیازهای زیرساختی، مواد و محصول، فنی‌انسانی،  اجتماعیوفرهنگی هستند، طراحی و با استفاده از روش AHP وزن‌دهی و سپس رتبه‌‌بندی می‌شوند. در مرحلة دوم گزینه‌ها با استفاده از روش TOPSIS و با در‌نظر‌گرفتن وزن شاخص‌‌ها اولویت‌‌بندی می‌‌شود. از بین شاخص‌‌ها، شاخص اقتصادی و مالی با وزن 28/0 دارای بیشترین اهمیت است و به دنبال آن شاخص‌‌های نیازهای زیرساختی، مواد و محصول، فنی و انسانی و اجتماعی و فرهنگی، به‌‌ترتیب قرار می‌‌گیرند. همچنین نتایج اولویت‌‌بندی زیرشاخص‌‌ها نشان می‌‌دهد که زیرشاخص جذب سرمایه‌‌گذاری با وزن 11/0 دارای بیشترین اهمیت است. سپس، گزینه‌ها اولویت‌‌بندی می‌شوند که در‌نتیجة این اولویت‌‌بندی، گزینة سایر2 انواع مبلمان چوبی، بالاترین اولویت و گزینة کاغذ چاپ و تحریر و کاغذ روزنامه، پایین‌‌ترین اولویت را به‌دست می‌‌آورد.

چکیده [English]

With regard to the importance of the conduction of limit resources to the superior industries,
study on the country’s priorities in the industrial areas and products is essential. Considering
the fact that Qom province has special conditions, this provincecan be consideredas a wood
centerin the wood industry in which prioritizing the wood and paper industries is essential. To
reach this goal two stepsare needed to be taken, the first step is to design a hierarchy based
on five major groups of criteria which are financial & economical, infrastructure, material
& product, technical & man force, and social & cultural. The weight of the indicators was
established by Analytical Hierarchy Process. In the second step, based on the criteria weighing
values, alternatives have been ranked through TOPSIS. The results showed that financial and
economical criterion as a major group has the highest priority with .28 weighing value and
investment attraction as a sub criterion has a weighing value of .11. Besides, the results of
the alternatives ranking showed that the other types of wood furniture alternative gain the
maximum priority and the printing, writing, and newspaper papers gains the minimum priority.
